NYC Health + Hospitals ( the System ) is the largest public health care system in the United States. The System provides essential inpatient, outpatient, and home-based services to more than one million New Yorkers every year in more than 70 locations across the city s five boroughs.


Under direction of the Chief Corporate Compliance Officer ("CCO"), ensure that assigned facilities satisfy and uphold compliance with applicable laws, regulations, policies, and Office of Corporate Compliance directives. In conjunction with the CCO, develop, implement, monitor, and revise policies, procedures, and related systems that facilitate the attainment of compliance goals. Monitor and enforce assigned facilities'' compliance with the Federal and state privacy laws and regulations, including the Health Insurance Portability and Accountability Act ("HIPAA'''').


Responsibilities:

  • Assist with conducting annual risk assessment for NYC Health+ Hospitals; develop and implement appropriate action plans based on internal compliance risk assessment findings as well as risk areas outlined in the Corporate Compliance Work Plan.
  • Develop and implement audit tools for the remediation of risks identified in the Corporate Compliance Work Plan.
  • In consultation with the CCO, develop and implement corrective action plans, when necessary, for the resolution of problematic issues; ensure appropriate follow-up to risk issues and corrective action plans.
  • Oversee and manage facility Compliance Committees for assigned facilities, including meeting schedules and co-chairing such meetings as required.
  • Conduct New Employee Orientation training at assigned facilities, and monitor annual Compliance/HIPAA training for facility workforce members.
  • Respond to and investigate alleged compliance incidents from assigned facilities, in a timely and effective manner, including collecting evidence and conducting interviews, and entering all applicable information into the compliance database.
  • Respond to and investigate reports of alleged HIPAA violations from assigned facilities, and draft breach notification letters as needed. Assign and monitor HIPAA remediation training as needed for workforce members who are responsible for HIPAA violations.
  • Encourage the development of programs and activities that promote the anonymous reporting of compliance violations by workforce members without fear of intimidation and retaliation.
  • Assist the CCO with enterprise-wide compliance issues as needed.
  • Assist the CCO in the development and implementation of compliance and HIPAA policies and procedures.


Minimum Qualifications:

1. An L.L.B. or Juris Doctor (J.D.) from an accredited School of Law, admission to the New York State Bar and three (3) years of responsible experience in the practice of law in the field of healthcare compliance subsequent to admission to the Bar; or

2. A Masters Degree from an accredited college or university in Healthcare, Hospital, Public, or Business Administration, Human Resources Management or another approved related field, and four (4) years of progressively responsible experience in an administrative or management role in medical/hospital billing, diagnostic coding, auditing, legal, risk management, compliance, or employee relations in a large healthcare setting; or

3. A Baccalaureate Degree from an accredited college or university in Healthcare, Hospital, Public, or Business Administration, Human Resources Management or another approved related field; and

a) Five (5) years of experience as described in 2 above; or

In addition to meeting one of the above requirements:

4. Valid certification in Healthcare Compliance issued by the Healthcare Compliance Association.
